The stairs can have a full length Banister with two Newels, OR it can have Landing Rails and a Banister that stops at the floor level (the Liner), but not both. A full length Banister combined with Landing Rails is cluttered looking and wastes your interior space, so both features together is not recommended and not provided for in this design.
The “Extra” option for the 4017 stair parts (on page 2 of the instructions) requires cutting the Banister off to line up with the bottom of the Liner. Then the Newel that would have been used at the top of the Banister if you were building the option without Landing Rails, becomes one of the two Newels for the Landing Rails. This is my preferred way to use the 4017 set, and is the implementation I recommend.
